The politics of Gandoor take place within the framework of a parliamentary representative democratic republic, albeit one with some influences from presidential republics, where the Prime Minister serves as both the head of state and the head of government in a quasi two-party system.

The Prime Minister is considered to be the head of the executive branch, with them and their cabinet taking care of the executive functions of government. The Prime Minister is appointed by the Forum following a National Election and is the candidate put forward by the political party which won the most seats in the election, with their cabinet being selected by them and approved by the Forum as well.

In contrast with most parliamentary systems, where the Prime Minister may stay in office for as long as their party maintains control of the legislature, since 1958, the Prime Minister may serve for no more than two terms in office.

Legislative Branch

The Gandoorese parliament, called the Forum, was established in 1904 and gets its name from meetings of the Gandoor Communist Party held during the 1880s and 1890s, which were themselves named after the forums of Ancient Rome.

The Forum is composed of 1000 members, elected both every four years and every six years, with the four year elections, dubbed Forum Elections, being used for term limits, as Members of the Forum may only serve four consecutive four year terms at a time.

Since 1923, suffrage has been extended to all Gandoorese citizens aged at least 20, the age of legal adulthood in Gandoor.

Members of the Forum are elected in multi-member constituencies, which are constitutionally required to send between two and ten Members to the Forum, using proportional representation with a 1% electoral threshold. The constituencies are created by multi-partisan committees within each administrative division and, if necessary, must be updated following a census.

Each administrative division sends 125 total Members to the Forum.

Judicial Branch

The judiciary consists of the High Court and lower courts. Judges on the High Court are appointed by the Prime Minister, with the Forum recommending judges to them, and serve for fifteen year terms with no term limit. Judges on lower courts are also appointed.

Political Parties and Elections

Gandoor has a quasi-two party system, where politics have traditionally been dominated by the left-wing Gandoor Communist Party and the centre-left New Democratic Party, however all Forums since the 1960s have had some representation from minor parties.

There are two types of elections on a national level in Gandoor, National Elections and Forum Elections. National Elections, which occur every six years, also determine the Prime Minister and Forum Elections, which occur every four years, are used for term limits for Members of the Forum, with them being limited to only four terms of four years at a time. As a result of this, every third National Election is also a Forum Election.

The most recent parliamentary elections occurred on 6 July 2024, which were both a National and Forum Election. Contrary to most pre-election predictions, which predicted that the New Democratic Party would maintain control of the Forum after the elections, the elections ultimately resulted in the Gandoor Communist Party gaining control of the Forum.
