The Gandoor Internet Service Corporation (GISC) is the publicly-funded national internet service provider in Gandoor. A public service owned by the Government of Gandoor, the GISC provides a variety of free and paid tiers of internet access to Gandoorese citizens and residents.

History

The Gandoor Internet Service Corporation was originally established in March 1984 as Gandoor Internal Network Systems (GINS), which was intended to network computer systems at universities, research facilities, and government institutions together. The first network connection established by GINS connected the computer labs at the National University of Gandoor in Gandoor City and the University of Osaka in Osaka together in June 1984.

A connection to the global internet was established in 1988, with the first connection occurring at the University of Osaka.

In mid-1991, the Forum passed an Act declaring that the GINS, which at this point was still limited to connecting computer systems at educational, scientific, or government institutions to the internet, must begin offering access to the internet to the 'general public' by the end of 1992. This same Act of the Forum renamed Gandoor Internal Network Systems to its current name of the Gandoor Internet Service Corporation, as well as established a formal charter for the corporation regarding how it must treat traffic on its systems. Per the charter, 'all traffic on the Gandoor Internet Service Corporation must be treated equally'.

The now-GISC began offering internet access to the public in March 1992, with the original plan offered costing 29.95 GDY/month for 50 hours of internet access monthly, with internet access after those 50 hours costing an additional 7.95 GDY per hour used. The monthly hourly limits on internet access were discontinued in favour of flat-rate unlimited access to the internet in 1996.

In 1999, the GISC lowered the price of its dial-up internet service to 19.95 GDY/month and began offering a broadband service with speeds of up-to 5 Mbps/down, 1 Mbps/up for 49.95 GDY/month.

The GISC's free broadband service was introduced in early 2005 with speeds of up-to 5 Mbps/down, 2 Mbps/up. As of March 2025, the GISC currently offers users free broadband speeds up-to 50 Mbps/down, 25 Mbps/up.

Funding

As a publicly-funded corporation, the Gandoor Internet Service Corporation gets the majority of its funding via the Gandoorese government, who have currently allocated 1.3 billion gdyns in funding towards the GISC for the calendar year 2026.

Other revenue comes directly from fees paid by customers for any of their paid internet services.

Internet Services Offered

Free

Dial-Up

The Gandoor Internet Service Corporation currently offers 15 hours of free dial-up internet access per month to certain customers. This service is only available to those living in rural regions who do not need a regular connection to the internet.

Broadband

The Gandoor Internet Service Corporation currently offers a free and unlimited broadband internet connection at speeds of 50 Mbps/down, 25 Mbps/up. This was increased from the previous speeds of 20 Mbps/down, 10 Mbps/up in early 2025.

Dial-Up

  • 56.6 Kbps - 4.95 GDY/month - Unlimited dial-up internet access is still available from the GISC. Unlike the free dial-up service, this is available to all Gandoorese residents, but is also aimed more at rural regions. As of December 2028, there are an estimated 500,000 people who use either the free or paid dial-up service provided by the GISC. The GISC has stated that they have no plans to discontinue either the free or paid dial-up service.

Criticism

Both the People's Party of Gandoor and the Gandoor Freedom Group have been the harshest critics of the existence of the Gandoor Internet Service Corporation and its legal monopoly on internet access in Gandoor. Both parties advocate for the privatization of the GISC and the establishment of competing ISPs within Gandoor.
