The Forum of the Democratic Republic of Gandoor[1] (Japanese: ガンドア議会 Gandoa Gikai, Russian: Гандур Парламент Gandur Parlament) is the unicameral national parliament of Gandoor, established in 1904. It meets in the Forum of the Democratic Republic of Gandoor in central Gandoor City.

The Forum is responsible for the creation and passing of all legislation, the appointment (and removal, if necessary) of the Prime Minister, the confirmation of the Prime Minister's cabinet, the recommendation of judges to the High Court. While the Prime Minister is officially required to sign all legislation passed by the Forum in order for it to officially pass into law; per the Gandoorese Constitution, the Forum may vote to sign legislation by a three-fifths majority in lieu of the Prime Minister in the event that the Prime Minister refuses to sign a piece of legislation.

The Forum consists of 1000 members, with each of Gandoor's eight administrative divisions being delegated 125 members. There are two elections to the Forum: Forum Elections and National Elections, both of which see all 1000 seats being up for reelection. Forum Elections occur every four years and are, in one sense, the ones which more directly affect the Members of the Forum, as they may only serve for four consecutive terms of four years at a time. National Elections occur every six years and determine the Prime Minister, with the Prime Minister coming from the majority party in the Forum following the National Elections. While National Elections do not normally count towards the term limits for Members of the Forum, every third National Election does, as they occur in the same year that a Forum Election would normally occur.

The Forum can call for a motion of no-confidence against the Prime Minister once every three months. If the motion passes, then the Prime Minister is required to immediately resign from the office and the current Head of the Forum would be appointed to the office by the Forum to finish their predecessor's term.

Name Origin

The Forum gets its name from the meetings of the Gandoor Communist Party held in the 1880s and 1890s, referred to as Communist Party Forums, and named after the forums of Ancient Rome in reference to their usage as a meeting place.

The earliest Communist Party Forums were simply meetings of local chapters of the Communist Party to discuss and plan revolutionary activity against the Nzardom of Gandoor. Over time, they evolved into also holding party elections and political discussion and debate amongst party members and, in the 1890s, would often host members of the New Democratic Party in the lead up towards the Gandoor Revolution.

Term Limits

Since the passage of the Term Limits Amendment in August 2024, Members of the Forum may serve for a maximum of four consecutive four year terms at once. Under the provisions of the amendment, term-limited Members may run for election to the Forum again after at least one full-term has passed since being term-limited.

Prior to the Term Limits Amendment, Members could only serve for a maximum of three four year terms, with term-limited Members being unable to serve again after having served their full term-limit. Former Members of the Forum who were term-limited under these previous term limits have been allowed to run again since the passage of the Term Limits Amendment.

Sessions

Sessions of the Forum begin on the second Friday in October and, with one exception, the latest date that they can meet outside of special sessions is the second Friday in September. The Forum is required to meet at least three times a week and, with one exception, meetings must be a minimum of thirty-five minutes in length, excluding roll call. The minimum number of days that a session may last is 100.

Excepting for emergency situations, the Forum does not meet on public holidays nor weekends and there is a three week break at the end of December/start of January for the winter holidays.

While normally the latest date that a Forum can meet is the second Friday in September, if a new Prime Minister is going to be appointed following a National Election, then the current Forum will meet on the latest non-holiday day prior to the second Friday in October and formally dismiss the current Prime Minister from the Office.
